Colonel Roy "Deacon" Qualls is the Commander of the 159th Fighter Wing, Louisiana Air National Guard, Naval Air Station - Joint Reserve Base New Orleans. He was raised in Corpus Christi, Texas and graduated from Baylor University with a Bachelor of Science degree in Secondary Education in 1985. He received his commission from Officer Training School in 1989, and his Air Force Wings upon completion of Undergraduate Pilot Training at Reese Air Force Base in 1990.

Colonel Qualls began his operational flying career in the OV-10 Bronco at Shaw Air Force Base, where he was a Forward Air Controller before transitioning to the F-15 Eagle in 1992. He served as a Mission Commander and an Instructor Pilot at Langley and Tyndall Air Force Bases before transferring to the Louisiana Air National Guard in 1998 where he has served as Chief of Scheduling, Operations Support Flight Commander, 159th Civil Engineering Squadron Commander, and 159th Maintenance Group Commander before his current assignment as the 159th Fighter Wing Commander. Prior to taking over as the 159th Fighter Wing Commander Colonel Qualls served for six months as the Executive Officer to the Adjutant General, and the Deputy Director of the Joint Staff, Headquarters, Louisiana National Guard

Through the years Colonel Qualls has deployed to numerous locations around Asia, Europe, Australia, and North America to include combat deployments to Operation Desert Storm, Operation Northern Watch, and three tours to Operation Southern Watch. He is a Command Pilot who has logged over 2,900 hours of flying time including 250 combat and combat support hours.

Colonel Qualls, his wife Amy, and his daughters, Jordan and Gabrielle, reside in Gretna, Louisiana.
